The Sheriff's an ambitious, cunning, paranoid man who needs to be feared by his people. Severe taxes and punishments keep order in his lands, along with his right-hand man, Gisbourne, and that's how he likes it while he concentrates on more pressing matters, like plotting with Prince John.
For the Sheriff, rule over Nottingham has never been enough. In collusion with Prince John and a cabinet of conspirators - the 'Black Knights' - he now plans to overthrow King Richard, put Prince John on the throne and divide up the 'new England' but he failed
The Sheriff is now under pressure from Prince John for his failure to assassinate King Richard - unless he delivers a dead Robin Hood, he's finished.
